Who were the high-heels and low-heels in Lilliput?

The High-Heels and Low-Heels in Lilliput: Gulliver learned from Principal Secretary Reldresal that the island of Lilliput was experiencing violent friction at home between two opposing factions. In Lilliput, these two fighting groups are called ‘High Heels’ and ‘Low Heels’.

These teams came from the very idea of high and low heels in their shoes. High heels were inspired by the ancient constitution, but the emperor preferred only low heels in administration. His Majesty’s imperial shoes were also low. The enmity between these two parties is so great that they neither eat nor drink nor speak. 

It was calculated that high heels outnumbered low heels. But because administrative power rests entirely in the hands of low heels, officials prefer low heels to high heels. This is also interesting that the king, the heir to the king, has some tendency toward the high-heels.
